I. Necessity of project construction
Shenmu City, Jinjie Industrial Zone involves more than 60 households of charcoal and chemical enterprises, forming a coal and electricity industry area, chlor-alkali industry area, coal and coke industry area, chemical industry area, energy-carrying industry area and other six industrial areas, of which the coal and coke industry has a total scale of 32 million tons/year, and phenol and ammonia produced in the process of production is not recycled and managed, in order to reduce the impact of coal and coke wastewater on the environment, the construction of the project is imminent and very necessary. II.The significance of the project construction
This project is in Shenmu City, coal and coke industry transformation and upgrading of the industrial policy background, the production scale supporting the centralized treatment of coal and coke wastewater as the goal of more than 10 coal and coke enterprises in Shenmu City, Jinjie Industrial Concentration Zone phenol and ammonia wastewater centralized treatment, after treatment of standard water back to the coal and coke enterprises to use. The completion and operation of the project is a prerequisite for the sustainable development of more than 10 coal and coke enterprises in the area, and determines the subsequent survival and development of the coal and coke enterprises in the area. The construction of the project has important social and environmental benefits, and is of great significance to the sustainable and healthy development of the coal and coke enterprises in the district.
III.the feasibility of project construction

2、(1)This project is an energy-saving and environmental protection project, in line with the relevant national industrial policies, belonging to the state to encourage investment in the development of the project; (2) The project's raw water comes from more than 10 enterprises in the surrounding area, and some of the utilities are provided by the neighboring plant. The project is in good condition, and water and electricity are guaranteed to be supplied by the park. (3) The project takes waste water discharged from coal and coke enterprises as raw material, and through the process route of pretreatment oil removal, phenol and ammonia recovery and biochemical treatment, the treated water meeting the standard is reused as coke quenching water, and the process adopted is advanced, with mature technology, low production cost, and remarkable energy saving and emission reduction effect. (4) The project adopts mature and reliable production technology and equipment, with remarkable energy-saving effect, and meets the national and local environmental protection requirements.
IV. Basic information of the project
Construction Mode: The project adopts BOO investment mode, with a concession period of 15 years.
Construction content: The design scale of the project is 220m3 /h (of which the scale of the first phase of construction is 120m3 /h), to treat the waste water of coke in the centralized area, and the effluent meets the emission standards of "Emission Standards for Pollutants in the Cokemaking Chemical Industry" (GB16171-2012), and will be reused for coke quenching of coke production enterprises. The project covers an area of 233 mu, with a total investment of 670 million yuan.
The project mainly adopts the process routes of pretreatment and oil removal, phenol and ammonia recovery and biochemical treatment. The phenol and ammonia recovery process system mainly includes: deacidification, deamination, extraction, solvent recovery, condensate recovery, ammonia purification, absorption and distillation system, etc. The biochemical treatment process system mainly includes: pre-absorption conditioning tank, grease trap, air flotation tank, anaerobic tower, BE bio-enrichment, A/O tank, ozone oxidation tower, biological deep treatment, etc.
V. Progress of the project
1. The land grant has been approved, and the bidding and auctioning work is underway.

3、 phenol and ammonia recovery device and tanks and other single unit of civil construction work affecting the overall project progress has begun pile foundation construction, the main engineering construction in the plant area.
